1998 Dodge Ram 1500 OBD port not working

1998 Dodge Ram 1500 truck OBD port was not working. The OBD reader could not give the code for the check engine light. I opened the drivers side door and pulled off the fuse box cover to the left of the steering wheel. I found the IOD (ignition off draw) fuse was not in all the way (which is why the interior lights had also not been coming on.) The IOD fuse is a red 10 amp fuse with a black plastic casing. I pushed it in all the way. The interior lights came on & the OBD code reader was able to access the code through the OBD port.
