On July 4th, 2023, I, Trooper First Class Darryle Hinton, was sitting stationary on the northbound shoulder of United States Highway 65 South, and the intersection of Aureli Road. I observed a gold passenger car approaching me from the rear appearing to be traveling greater than the posted speed limit. I activated my rear same antenna radar, locking the vehicles speed of 65 miles per hour in a 55 miles per hour speed zone. Once the vehicle passed my position, I pulled out and activated
my emergency lights. The vehicle took the exit that leads to Harding Avenue or United States Highway 65 Business. The vehicle continued onto United States Highway 65 Business. I then turned on my siren and called in my traffic stop to Troop E dispatch. The vehicle continued traveling northbound on United States Highway 65B passing through the intersection of Market Street and United States Highway 63N. I then drove next to the vehicle on its driver’s side, so that the operator of the vehicle could see that I am a law enforcement officer with the Arkansas State Police. However, the vehicle continued traveling. As we approached the intersection of United States Highway 65B and Commerce Road the operator of the vehicle turned on the vehicle’s emergency flashers. Shortly after, at 4:56 PM, I advised Troop E dispatch that I was in pursuit of the vehicle. At 4:57 PM, I performed a Tactical Vehicle Intervention (T.V.I.) on the vehicle by placing my front left bumper to the right rear of the vehicle, spinning the vehicle off the roadway to the right. The vehicle came to its final rest on the roadside facing north. I immediately exited my vehicle and began giving verbal commands. The suspect, later identified as Jeremie M. Harris, was taken into custody without further incident.
