Corr. between Abuse of Power, Moral Degeneracy, Sexual Depravity: "The Secret History"

Procopius (500-565 AD)' "Secret History" (Ep.1) about the Emperor Justinian and Empress Theodora. The very tail-end of the decline of the Roman empire: moral degeneracy exemplified in corruption, violence, killings, gangs; leading to sexual depravity ending up, inevitably, with children being involved. Why are these two aspects of moral degeneracy, i.e. moral decadence and sexual depravity, always show up at a time of civilizational decline?
Justinian, the 'great law-giver' appears as a hateful tyrant, wedded to an ex-prostitute; and Belisarius, the brilliant general who secretary Procopius himself had been, is seen as the pliable dupe of his wife Antonina, a woman as corrupt and scheming as Theodora.
