On 06/27/23, at approximately 2:30 PM, Troop E Dispatch received a 911 call about a silver passenger car traveling on the southbound shoulder of I 530 near mile marker 30 at a high rate of speed. White Hall Police Department Chief of Police Greg Shapiro was sitting stationary in an unmarked police unit near mile marker 35. He had been advised by the Metropolitan Emergency Communication Association dispatch center (MECA) of the same information. As the vehicle passed his location he advised that he was trying to catch up to it. As I drove out of the Troop E Headquarters parking lot, I observed a silver car driving over the Exit 36 overpass on the shoulder at a high rate of speed. I then drove onto I 530 and attempted to catch up with the vehicle, which was traveling at an estimated 100 mph on the shoulder, passing southbound traffic. As I caught up to the vehicle and activated my lights and siren, the operator, who was later identified as Mr. Casey Register, continued to travel on the shoulder; a pursuit was then called. Mr. Register continued southbound on I 530 at over 120 mph. While continuing south, he began weaving in and out of traffic while continuing to drive on the shoulder.
As we approached entrance ramp 39, Trooper Terrell Pratt joined the pursuit, becoming the secondary unit. As we continued south, Mr. Register continued his disregard for other motorists by driving on the shoulder, weaving in and out of the travel lanes, and then back onto the shoulder to evade law enforcement. As Mr. Register drove past entrance ramp 43, I was able to conduct a tactical vehicle intervention maneuver (TVI), which caused Mr. Register's vehicle to spin out and impact the guard rail. Due to the high rate of speed, Mr. Register's vehicle impacted the guard rail face of the bridge near the top of the ramp, and quickly ricocheted back onto the roadway, causing it to impact the driver's side of my vehicle as I attempted to pass. His vehicle then came to final rest in the middle of the southbound lanes, and he was then taken into custody without further incident. My vehicle immediately lost power, and I coasted down the roadway before coming to rest in the number one traffic lane. During the administrative inventory of the vehicle, which was conducted by CPL. Marlon Briggs, a small bottle with a clear brown liquid believed to be THC cannabis oil, was found on the front passenger seat. A vapor-smoking pipe was also found on the driver's seat. EASI ambulance services treated him for minor scratches at the scene, then transported him to Jefferson Regional Medical Center for evaluation. After he was seen by a physician he was released due to no minor or major injuries, and transported to the Dub Brassell Detention Center were he was booked into jail on the following charges.
