Hawaii Unites founder Tina Lia challenges the state's lack of study of the risks and their failure to comply with the Hawaii Environmental Policy Act: "We would have had an Environmental Impact Statement by now, if they had any intention of doing this per HEPA the way that they should have done it - to honor the public process, to honor these islands, to honor the environment, and to honor the native birds."
