Italy introduces Smart Citizen Wallet for Virtuous Behavior

Italy is initiating a "Voluntary Social Credit System." This is in Bologna Italy. They are testing the waters. Nothing but a government subsidy for "good" behavior. It's worked for EVERYTHING else, including the medical system, education, churches, farming, etc.

When will people wake up? What will it take??
