After Biden's Cluster Bombs Don't Work In Ukraine Will He Send Nukes?

Are cluster bombs now okay? The White House stated a while back that cluster bombs were 'terrible weapons of war' so why are we sending them to Ukraine? Are they only bad when other people use them or is this just war?
