Dr. Tim Ball on the IPCC's Terms of Reference

Tim Ball addresses the issue of the IPCC's (The Intergovernmental Panel on Climate Change) Terms of Reference, saying that anytime a study group is organized they have terms of reference - the areas, subjects, etc. that an organization or inquiry has been ordered to deal with. He tells how the IPPC were from the get-go not set up as a science oriented organization.
