Jumping through hoops representing the "work force". Given permission from a low level of command. Some higher up are not in agreement. He is protected in some way from the rights of the lower level powers. It is not the full truth so it slips by. He is allowed to say some small amount of truth and it is okay because it was going to be released at some point and can easily be ignored as rumors. This is not part of the official plan, but it is not too far off from it - it's only a minor annoyance.

He is awarded for his efforts by the lower levels of power.
The truth seems to melt him into dust, but he holds a small fragment of truth in his heart and believes in what he is doing.
He is working with others on a blueprint of how to release the info as well as how it will work with the higher up in a way that is enough in line with their plans to work for both parties. There is some agenda from the high ups that is also being pushed along with this. The idea of UAP/UFO's is okay to talk about, but the alien aspect was going overboard. With technicalities they are able to get away with it due to the future plans.
Despite the agreed upon plans from the higher up levels, there is a secret plan that is not shared with the lower levels. Because this is not shared, it makes it hard for them to be mad about their agenda plans not being met when they are pretending that it is not a real thing.
They want to have control over the timing of the release of information for strategic purposes. They do not seem to have a clear plan in mind though and want to keep the info to themselves about the ET factor. They didn't plan on releasing the info except for emergency situations.
They want people to know about the UAP/UFO's though because too many people know about it already in the lower levels of government, this way they can still control the narrative about it not being related to ET's. This creates more fear about other countries and keeps people focused on the battle between countries.
Why not tell people the truth? "They are not ready to know" The excuse is that it is too dramatic of a shift that could cause unknown changes, which seems to have some validity in their minds. However, the real reason is that they want to develop the technology before anyone else does and so secrecy keeps others from learning more than them. Knowledge is power.
