Jeffrey Dahmer wanted to create a zombie like state with his 14 year old victim, Konerak Sinthasomphone by using a drill and acid to the brain.
Dahmer thought that he could keep his victim alive instead of killing him if he just injected some acid to his brain and create an obedient slave to satisfy his needs and his insane compulsions.

Two police officers return, 14 year old Konerak, back to him after the boy tried to escape walking around naked in the street with a hole in his skull (!!). The boy died shortly after the cops left. They failed miserably and their incompetence got them fired later that year.
