The Kremlin has made it clear - deliveries of F-16 jets to Kiev would be ‘an unacceptable escalation.’ We have heard this form of rhetoric before. Think back to the weeks before the start of Russia’s special military operation. The Russians weren’t bluffing then and they aren’t bluffing now.
