Police Contact: (Lt & Sgt) detained and arrested for failure to give ID

The ignorance of these two officers on not knowing rights, laws, or terry frisk. The Lt, "vaguely" knows about the fourth amendment. Along with over using "Officers safety" to justify handcuffing and arresting her is a shock of conscience. Travesty of justice comes to my mind.
