The Government of National Salvation was the second state implanted by Germany on Serbia during the war, the first being the Commissioner Government, who was later forced to resign because of the need of a stronger government to halt partisans and chetniks, who started as an ally, but later turned their backs to the Yugoslav people.
Milan Nedić, the head of this state, preached an intense fight against partisans, jews, gypsies and later, in 1941, the Chetniks, an anti-Axis paramilitary group. He also accepted many Serbian and Slovene refugees, which mostly came from Croatia, under the rule of the Ustashe, who tried to vanish the Serbian people from Croatia and Bosnia.
