Scared cat in shelter not being fed

This cat was in a cat community room of about 30 cats. He/She was new and would stay hidden in the cat tower 24/7 he/she was scared of both humans and other cats, I don't believe she was even coming out to get food. Workers would just come in room and put 30 some bowls on the floor, which wasn't helping this particular cat that was too scared to come out, so I put I dish in front of him/her.
