It is unimaginable but actually very real: the future threat of hyper-pirates could be a grave problem for Portugal or Spain in a world where NATO is over-stretched and for example engaged in Ukraine, Sudan, Germany and Mexico at the same time. We need DOCE for protection and stability. Decentralized deterrence is the answer to future mankind challenges. We also need DOCE to abolish the abhorrently evil concept of governments, the present day bio-cybernetic control systems of human societies.
