PRESIDENTIAL EMERGENCY ACTION DOCUMENTS

The US presidency has sweeping powers in any "emergency" that it chooses to declare, and there is no accountability to Congress or to the voters they represent. This documentary lists "pandemics" as one of those pretexts that can be used to impose rule by emergency—as we all know. What is less known is the extent to which sweeping mandates that violate Constitutional rights are rooted in such PEADs.
