On a fateful day, a 911 call was received by the Department of Emergency Management in San Francisco, California, reporting a disturbing incident involving a homeless person with two large sticks. The witness captured video footage of what appeared to be an attack on a shelter where someone might be living.

Upon arrival, the Bayview District Officers found two men, Michael Macfhionghain and Rafael Mendoza, lying on the ground in an active physical struggle involving a knife. Macfhionghain held a knife in his hand with the blade pointed downward over Mendoza, who was on his back and holding onto Macfhionghain's wrist.

The situation was tense as the officers approached the subjects, with Mendoza crying out, "He got me right there," and "I can't breathe," while Macfhionghain claimed that Mendoza had attacked him repeatedly. Despite the officers' commands to drop the knife, Macfhionghain refused to comply.
