Will the "farm police" help Beijing gain or lose control over its vast peasant population?

Chinese farmers are upset. They are paying with their own money to have the newly formed farm police destroy crops, snatch livestock, cut down farm trees, and confiscate farm animals. What's Beijing's purpose in setting up the "agriculture law enforcement"? Is it to solve China's food shortage or to prepare for war? And what impact will it have on China's 600-700 million farmers?
