Is the US Army switching to all-electric vehicles?

I believe that this is a sensationalist "rage baiting" article that was designed to make people angry and reshare. Developing an all-electric tactical vehicle fleet would not be feasible by 2030, although GSA Vehicles (vans/busses/light duty pickup trucks) may benefit from electrification and some tactical hybrids such as the Abrams X could save on fuel.
