Bains introduces AB 1519 to combat catalytic converter theft

If approved, AB 1519 would make it illegal both to take the VIN off a marked catalytic converter and to own three or more unmarked catalytic converters. 23ABC's Ruby Rivera spoke with the Assemblymember about her proposed bill.
