Florida authorities apologize for emergency alert test sent at 4:45 am

The Florida Division of Emergency Management tweeted an apology Thursday afternoon after millions of state residents were awoken by a loud emergency test alarm in the wee hours of the morning. Floridian smartphone owners received an alert at 4:45 a.m. that read, "TEST – This is a TEST of the Emergency Alert System. NO action is required” followed by a loud blare.
