"The Tree Money" 1 Billion Dollars Climate Relief for Trees: in the USA

Government Implementation:
Getting to a decent plan to spending the 1B gifted money wisely.
"The Tree Money" is not allocated directly to city nor State.
Trees* are shipped from the Federal Government,
en suite with specifics per region.

1 large Tree (10 yr old+) per house, planted 0-10 ft next to the roadside,
(5 - 30 per condo complex) with help from planting volunteers* (and/or the army that's already being paid yet not working) *volunteers anyone, but planners can be from Univ.: for Univ. credit instead of paying wages.
& every tree is further watered by the city.
Allowing for more trees to be planted, at the least expensive costs.

Creating a Fail-safe Food Supply & Economy:
*Trees: Deciduous, Evergreen, Fruit Trees, & Vegetables also.
ie., dates, olives, pomegranates, apricots, pines, oaks, for El Paso (desert zone 8-9).
