Nationalism versus globalization, although that's not how they phrased it in past centuries--pretty current.
I summarize here Klaus E. Knorr's compendium of British colonial history in this and other respects. Protectionism ruled for centuries. But it fell to the intellectual sallies of Adam Smith and the classical economists.
