Supreme Court: NO duty to retreat! Bureaucrats: YES!!! Wisconsin Bureaucrats Create Duty to Retreat?

The Wisconsin Supreme Court abolished the duty to retreat in Wisconsin back in Miller v. State, 139 Wis. 57, 119 N.W. 850 (1909) . However, if you sat as a juror in a Wisconsin case involving self-defense you certainly might feel like we have a duty to retreat based on the jury instructions.

Firstly, what IS the law in Wisconsin? How did we get to this position where the Court said there is no duty to retreat... but we sort of have a duty to retreat?
