You just upload an audio track of the person speaking who's voice you want to clone. it needs to be a minimum of 30 minutes in length of just them speaking. Within a couple of hours after the a.i. has finished training your voice, you'll be able to use it for text-to-speech.

All of this is currently available to use for free on play.ht .. (although it did require a payment method for a charge of 0.00 for some reason). I assume it will be paid-only once it's out of the current beta stage.
