In 2008, now-California Governor Gavin Newsom was the lowly Mayor of San Francisco. He swore at the time that his 10-year-plan would be able to completely eliminate homelessness in the California City. Today, he's the governor of California, and there are rumors swirling that he might be aiming to run for president of the United States of America in 2024. Did he succeed in his plan to clean up San Francisco? Did he succeed in his efforts to clean up California?!
