Project MKUltra (or MK-Ultra) was an illegal human experimentation program designed and undertaken by the U.S. Central Intelligence Agency (CIA), intended to develop procedures and identify drugs that could be used in interrogations to weaken individuals and force confessions through brainwashing and psychological torture. It began in 1953 and was halted in 1973. MKUltra used numerous methods to manipulate its subjects' mental states and brain functions, such as the covert administration of high doses of psychoactive drugs (especially LSD) and other chemicals without the subjects' consent, electroshocks, hypnosis, sensory deprivation, isolation, verbal and sexual abuse, and other forms of torture.

Theodore L. Gunderson (1928 – 2011) was a Federal Bureau of Investigation Special Agent In Charge and head of the Los Angeles FBI, an American author, and a conspiracy theorist. Some of his FBI case work included the Death of Marilyn Monroe and the Assassination of John F. Kennedy. He was the author of the best-selling book How to Locate Anyone Anywhere Without Leaving Home. In later life, he promoted a number of conspiracy theories, notably including satanic ritual abuse.
