Nuclear weapons seen at the border of Finland

After the accession of Finland to NATO in the border Vyborg, mobile installations of nuclear weapons were noticed. Vyborg is around 50 km of Finnish borders.
This means that there arent many troops at the Finnish border, russian troops so the army "has to pull in" nuclear weapons. The range of these rockets is of course bigger than the distance until Finland or other Nordic States.
Strategically speaking i dont think the decision of the Russian Army is too good since they signal that they dont have enaugh troops to mobilise at the borders so they bring in the big guys. Sure, this was speculated and quite known by the Finnish army but now its confirmed in a big way.
Pulling on nuclear weapons to put them at the border is not a good thing long term. I will tell why. Sure, you can threaten the other country and send a message for future countries to not join NATO, ok. Thats a "plus". But in the same time you expose the border population to a possible atack, and when that atack doesnt come people will want to not have those nuclear weapons in their regions. They will start to see that those nuclear weapons are not there for defense but for offense. People in the region might be triggered by the last straw which would break the camels back, and the last straw could very well be nuclear weapons. Putin or the military regime might be seen as acting desperately and confirmed the propaganda that "NATO is an existential threat". In the end no empire falls because of exterior forces but because of interior ones when enaugh time has passed. And Russias Empire time has pass, the empire started in mid 1500. Its inevitable as the tides, empires rise and fall and new empires emerge.
