According to a government source, Japan is planning to upgrade all eight of its Aegis destroyers by fiscal 2027 and equip them with Tomahawk cruise missiles purchased from the United States. This move signals a significant shift in Japan's defense strategy, as the nation seeks to develop capabilities to strike targets inside an adversary's territory, in response to growing nuclear and missile threats from North Korea and China's expanding military presence.
The Japanese government intends to acquire the latest Tomahawk Block-5 missiles, which have a range of approximately 1,600 kilometers. In the budget for fiscal 2023, which begins in April, the government has already earmarked ¥211.3 billion ($1.6 billion) for the purchase of 400 Tomahawk missiles. At present, two Maritime Self-Defense Force ships equipped with the Aegis missile defense system are stationed at the Yokosuka naval base in Kanagawa Prefecture, while two others are based at the Maizuru base in Kyoto Prefecture and the remaining four at the Sasebo base in Nagasaki Prefecture.
Starting from fiscal 2024, the government plans to allocate funds to refurbish the vertical launching system of each ship to facilitate the installation of Tomahawk missiles. In addition to upgrading its existing fleet, Japan also aims to commission two more Aegis ships by fiscal 2032 and two vessels by fiscal 2028 as an alternative to the scrapped plan to deploy a land-based Aegis missile defense system.
