An undercover video released July 21 allegedly shows a senior official at Planned Parenthood flippantly discussing monetary compensation for aborted baby organs, and the alteration of abortion procedures to ensure that the organs are intact.

“It’s been years since I talked about compensation, so let me just figure out what others [Planned Parenthood affiliates] are getting. If this [price] is in the ballpark, it’s fine, if it’s still low then we can bump it up,” Dr. Mary Gatter appears to tell actors posing as representatives of a fetal tissue procurement company, before joking, “I want a Lamborghini.”

Gatter is president of the Planned Parenthood medical directors’ council and oversees a Planned Parenthood facility in Pasadena, Calif.

The eight-minute video was released by the citizen journalist group Center for Medical Progress, which reports on medical ethics. It is the second video released as part of their report, “Human Capital,” the result of a three-year investigative study of Planned Parenthood and its transfer of body parts of aborted babies for money.

The first undercover video was made public July 14, showing the organization’s senior director of medical services discussing the “donation” of body parts of aborted babies for “reasonable” compensation. The Planned Parenthood official estimated the price for the body parts from $30 to $100 per “specimen.”

Planned Parenthood has defended the practice, saying that it is not making significant or illegal profits from the process, and that it receives appropriate consent from mothers.

The new video purports to show Gatter saying that “we’re not in it for the money, and we don’t want to be in a position of being accused of selling tissue, and stuff like that. On the other hand, there are costs associated with the use of our space, and that kind of stuff … it has to be big enough that it is worthwhile.”

Gatter appears to suggest “$75 a specimen,” as a price that would “work” for fetal tissue of aborted babies.

Federal law generally prohibits the selling of human tissue but allows for the donation of tissue with “reasonable payments” for the “transportation, implantation, processing, preservation, quality control, or storage of human fetal tissue.” It explicitly prohibits the sale of tissue for “valuable consideration.”

The video also includes a discussion of possibly adjusting the abortion procedure of certain babies to better deliver an “intact specimen” to the organ harvesters.

“(I)f our usual technique is suction, at 10 to 12 weeks, and we switch to using an IPAS or something with less suction, and increase the odds that it will come out as an intact specimen, then we’re kind of violating the protocol that says to the patient, ‘We’re not doing anything different in our care of you,’” Gatter appears to say.

“Now to me, that’s kind of a specious little argument,” she appears to continue, saying that she “wouldn’t object” to asking the abortion doctor “to use an IPAS at that gestational age, in order to increase the odds that he’s going to get an intact specimen, but I do need to throw it out there as a concern. Because the patient is signing something and we’re signing something saying that we’re not changing anything with the way we’re managing you, just because we agree to give tissue.”

“I think they’re both totally appropriate techniques. There’s no difference in pain involved. I don’t think the patients would care one iota. So yeah, I’m not making a fuss about that.”

At the end of the video, she appears to instruct one of the “buyers” to send her a business proposal. “And then, if we want to pursue this, mutually, I’ll mention this to Ian [the surgeon] and see how he feels in terms of how he feels about using a ‘less crunchy’ technique to get more whole specimens.”4 logo

More undercover videos could be released in coming weeks. A lawyer from Planned Parenthood sent a letter to U.S. Rep. Fred Upton, chair of the House Energy and Commerce Committee, which is launching an investigation into the organization after the release of the first video.

“We don’t know what the Center will release next, but we know enough to be deeply concerned about the infiltration of Planned Parenthood and its affiliates,” the letter states.

It said that Planned Parenthood had at least 65 meetings with the Center for Medical Progress, and suggested that future videos could include racial questions and footage of an area used to process the tissue of aborted babies.

Congress responds to alleged scandal

Undercover videos revealing Planned Parenthood officials allegedly offering fetal body parts for harvesting and research gained the attention of Congress members who called for an investigation.

Members of Congress held a press conference on Capitol Hill July 15 in reaction to the videos released by the Center for Medical Progress, a group of citizen journalists that cover medical ethics.

“Congress is right to use its oversight,” said U.S. Rep. Martha Roby, R-Ala., with tears in her eyes, “to get to the bottom of this and hold this organization accountable.”

Roby referred to a nine-minute video released July 14 showing a top Planned Parenthood doctor casually discussing how clinic affiliates offer body parts of aborted babies for research, in exchange for money. A second video was released capturing another executive discussing compensation for baby organs.

In the first video, actors presented themselves as members of a “fetal tissue procurement company” and asked Planned Parenthood’s senior director of medical services, Dr. Deborah Nucatola, how they could work with Planned Parenthood clinics to obtain body parts of aborted babies for research.

U.S. Rep. Tim Murphy, R-Pa., who chairs the Oversight and Investigations subcommittee of the House Energy and Commerce Committee, announced an investigation into Planned Parenthood over the report. He was joined at the press conference by other pro-life members of Congress, both Republican and Democrat.

While the sale of human body parts is generally illegal, federal law does permit donation of fetal tissue for research purposes with the consent of the mother.

State laws governing the donation of organ tissue, however, vary by state.

Planned Parenthood has defended the practice, saying that it is not making significant or illegal profits from the process.

An investigative video released by the Center for Medical Progress shows Planned Parenthood Federation of America’s Senior Director of Medical Services, Dr. Deborah Nucatola, describing how Planned Parenthood sells the body parts of aborted fetuses, and admitting she uses partial-birth abortions to supply intact body parts.

In the video, Nucatola is at a business lunch with actors posing as buyers from a human biologics company. As head of PPFA’s Medical Services department, Nucatola has overseen medical practice at all Planned Parenthood locations since 2009.

She also trains new Planned Parenthood abortion doctors and performs abortions herself at Planned Parenthood Los Angeles up to 24 weeks.

The buyers ask Nucatola, “How much of a difference can that actually make, if you know kind of what’s expected, or what we need?”

“It makes a huge difference,” Nucatola replies. “I’d say a lot of people want liver. And for that reason, most providers will do this case under ultrasound guidance, so they’ll know where they’re putting their forceps. The kind of rate-limiting step of the procedure is calvarium. Calvarium—the head—is basically the biggest part.”

Nucatola explains, “We’ve been very good at getting heart, lung, liver, because we know that, so I’m not gonna crush that part, I’m gonna basically crush below, I’m gonna crush above, and I’m gonna see if I can get it all intact.”

“And with the calvarium, in general, some people will actually try to change the presentation so that it’s not vertex,” she continues. “So if you do it starting from the breech presentation, there’s dilation that happens as the case goes on, and often, the last step, you can evacuate an intact calvarium at the end.”

Center for Medical Progress notes that using an ultrasound in this way is the hallmark of the partial-birth abortion procedure which was banned in 2003.

Nucatola also reveals that Planned Parenthood’s national office is concerned about their liability for the sale of fetal parts: “At the national office, we have a Litigation and Law Department which just really doesn’t want us to be the middle people for this issue right now,” she says. “But I will tell you that behind closed doors these conversations are happening with the affiliates.”

The should be concerned as the sale or purchase of human fetal tissue is a federal felony punishable by up to 10 years in prison and a fine of up to $500,000, the Center for Medical Progress noted in a press release.

A separate clip shows Planned Parenthood President and CEO Cecile Richards praising Nucatola’s work to facilitate connections for fetal tissue collection. “Oh good,” Richards says when told about Nucatola’s support for fetal tissue collection at Planned Parenthood, “Great. She’s amazing.”

“This film reveals the dark side of humanity as did the case of Kermit Gosnell. The moment when the destruction of a human being becomes just business as usual is a moment we must address. Planned Parenthood, America’s largest abortion provider, so devalues human life they are now in the business of harvesting body parts. They are wheeling and dealing with tiny hearts, livers, lungs, and even heads, of the children their practitioners destroy during late term abortion procedures. This is an eye-opening, stomach-churning moment. We are a better nation than this. Ending late term abortion will preclude this horror,” Susan B. Anthony List President Marjorie Dannenfelser said in a released statement.

Carly Fiorina released the following statement on Facebook after the video was released. “I am proudly pro-life. I believe that every human life has potential and that every human life is precious. This latest news is tragic and outrageous. This isn’t about ‘choice.’ It’s about profiting on the death of the unborn while telling women it’s about empowerment.”

American Principles in Action communications director Kate Bryan called this revelation “disturbing.”

“This new disturbing revelation about Planned Parenthood —the fact that they apparently sell hearts, lungs, and even legs from aborted babies to mystery buyers —is absolutely sickening,” Bryan said.

“Hillary Clinton supports Planned Parenthood, but does she support this inhumane practice?” Bryan asked. “Does she support this ruthless exploitation of women in order to harvest baby body parts? Voters deserve an answer.”

Bryan also pointed out that Planned Parenthood is blatantly ignoring the partial-birth abortion law.

“When asked about the partial-birth abortion ban, the Planned Parenthood director said that ‘laws are up for interpretation’ and ‘what ultimately happens doesn’t matter.’ The fact that we are giving taxpayer funding to an organization that has no regard for federal law or even basic humanity is very disturbing. It might be time for Congress to reconsider funding this type of shady organization.”

“Thirty to one hundred dollars; that’s the price Planned Parenthood appears to be profiting per dead baby. The recent video of Planned Parenthood’s senior director of Medical Services is just the latest in a laundry list of scandals, including aiding and abetting sex traffickers, giving sexual bondage instructions to children, cheating the government, sex-selection abortions, blatant racism, and the failure to report the molestation and rape of minors,” Penny Nance, CEO/President of Concerned Women for America, said a released statement.

“There appears to be no depths to which this organization won’t stoop for money. When will the federal government wake up and follow the lead of the ten courageous governors who have cut funding to Planned Parenthood?” Nance asked.

Nance said it is time for Congress to defund Planned Parenthood.

“Two Republican presidential candidates have already led the way in their states: Gov. Chris Christie (NJ) and Gov. Scott Walker (WI). It’s time for Congress to say ‘Enough!’ If Planned Parenthood provides any worthy services, then they should have no problem raising funds like the thousands of other charities around this nation. Wake up America!”

During fiscal year 2013-2014, Planned Parenthood received more than $528 million in taxpayer funding, or more than $1.4 million per day, in the form of government grants, contracts, and Medicaid reimbursements. Taxpayer funding accounts for 41% of Planned Parenthood’s overall revenue.

Filmmakers who targeted Planned Parenthood face charges

A Texas grand jury has cleared Planned Parenthood of misconduct after the abortion provider was accused of selling fetal body parts for profit.

Instead, the panel charged the filmmakers behind the accusations with tampering with government records.

The Center for Medical Progress (CMP) secretly filmed videos that caused an outcry and prompted efforts to withdraw Planned Parenthood's federal funding.

CMP founder David Daleiden was also charged with buying human organs.

It is legal to accept reimbursement for the costs of providing tissue, but the videos depicted tissue donation as a marketised area where illegal trafficking in organs was distorting abortion practices - something the grand jury did not accept was happening.

"We were called upon to investigate allegations of criminal conduct by Planned Parenthood Gulf Coast," said Devon Anderson, the prosecutor who is now in charge of the case.

"As I stated at the outset of this investigation, we must go where the evidence leads us."

Planned Parenthood is a non-profit group that provides reproductive health services to mostly lower-income Americans. Some of its clinics perform abortions.

In some videos, Mr Daleiden and members of the Center for Medical Progress pose as medical researchers from a fake company called BioMax, and discuss buying foetal tissue from Planned Parenthood staff.

In one, Deborah Nucatola, Planned Parenthood's senior director of medical research, tells the filmmakers that abortion doctors can adjust their methods to leave organs intact.

"We've been very good at getting heart, lung, liver, because we know that, so I'm not gonna crush that part, I'm gonna basically crush below, I'm gonna crush above, and I'm gonna see if I can get it all intact," Ms Nucatola said in the video.

The CMP accused Planned Parenthood of "barbaric" partial-birth abortion procedures to allow it to profit from illegally trafficking organs, but critics said the videos were heavily edited in an effort to discredit Planned Parenthood.

Planned Parenthood has also revealed that it ignored earlier "disturbing" approaches by BioMax offering to pay the "astronomical amount" of $1,600 for foetus organs.

Mr Daleiden and fellow activist Sandra Merritt each face a felony charge of tampering with a governmental record, which carries a maximum penalty of 20 years in prison. No further details were provided by prosecutors.

Mr Daleiden also faces a misdemeanour count related to purchasing human organs.
Democrat-Republican clash

In a statement, he defended the actions of the CMP, saying it "uses the same undercover techniques that investigative journalists have used for decades".

Planned Parenthood said it charged small fees to process the foetal tissue donations and did not profit from the exchanges. The group stopped charging the processing fees when the video controversy erupted.

Republican members of Congress pointed to the videos as they sought to ban federal funding for Planned Parenthood.

Democrats have stopped those efforts and President Barack Obama has promised to veto any bill that stripped the healthcare provider of funding.

Eleven states, including Texas, launched investigations after the release of the videos. Nine have determined Planned Parenthood did nothing wrong. The inquiries have yet to finish in Arizona and Louisiana.
