On this day in 1947, U.S. Cold War paranoia reached its pinnacle when President Harry Truman signed Executive Order 9835 to tackle alleged communist infiltration.

Also known as the "loyalty order" it paved the way for 3 million government employees to come under investigation, and was the prelude to the anti-communist witch hunts known as McCarthyism led by Republican Senator Joseph McCarthy.

The order enabled the FBI to research the associations and beliefs of federal employees and if “derogatory information” was found they could launch investigations using confidential witnesses. Employees could be fired if “reasonable doubts” existed about their loyalty to the U.S. There was no right of appeal against the decision made by loyalty boards.
