The International Criminal Court (ICC) has issued an arrest warrant for Vladimir Putin, which requires its 123 member states to apprehend the Russian president and deliver him to The Hague in the Netherlands for trial if he visits their nation. Unfortunately, the ICC has no power to physically arrest suspects, and can only enforce its jurisdiction within countries that are members of the court, of which Russia is not one. From an American point of view, the situation is difficult because the United States is not a member of the ICC either, so cannot help in the enforcement of the arrest warrant. Furthermore, the US-Russia relationship has been strained in recent years, so taking any action in support of the ICC's warrant could worsen diplomatic relations between the two countries.
