What you heard from the media about farmers in Holland and around EU is false, the law prohibits many things not just nitrogen use (which is affecting the environment far less than pesticides and herbicedes btw and the government isnt talking about that). For example they ask farmers to reduce the number of animals. To reduce the land size of their farm. To buy new equipment. To be heavely visited by all sorts of agencies which will effectively shut down their farms (like it happened with pigs in EU that "were not regulated"). There are a whole range of prohibitive measures in these laws which would make farmers life a living hell. And not just in Holland but in all over EU.
