Retired Sheriff says police departments have lowered their standards

Retired Sheriff David Clarke predicted the current decline in retaining police personnel and new applicants back in 2014 with the Ferguson, Missouri shooting. Clarke says police departments are having to lower their standards and tactics to recruit and employ good officers.
