Even a trained eye might miss this foundation repairs under fresh paint

This bulge caught the corner of my eye during my home inspection. This foundation looks repaired on the surface but there has also been dirt dug up around this area. All foundation repairs made by the seller should be disclosed to the buyer. This repair was not.
