How to obtain a Panama Travel Passport

There is a very little-known program, almost forgotten, which allows residents of Panama to obtain a Panama travel passport. What is a Panama Travel passport? Essentially, it is like a normal passport but the only difference is that it specifies your actual citizenship. But you can use this Panama travel passport to travel as a Panamanian, though there could be ambiguities at some borders.
