4. Observations
8.1 Schedule:
1. The scheme was behind schedule as the physical progress of work was observed to be lesser than the planned progress (Table 8, Figure 5).
• Planned Physical Progress: 50% as of Jan, 2023
• Actual Physical Progress: 2%
• Actual Financial Progress: 5%
At such a pace of work, the project cost and duration may be enhanced by 69% due to differences in the physical and financial progress and variance at completion as illustrated in Table 7 under Earned Value Analysis.
8.2 Cost:
2. The project was initially approved at a cost of Rs. 330 (m) on 09-Nov-2021 and suddenly within two months, it was amended to an enhanced cost of Rs. 394.199 (m) on 11-Feb-2022 which is need to be justified.
3. While the cost of the project was enhanced third time to Rs. 481.008 (m) on 29-Nov-2022 due to inflation and price escalation and non-participation of contractors in bidding as narrated by the stakeholders of University of Education, DG Khan.
4. The financial utilization of FY 2022-23 is 2% only, as shown in Table 5, which is required to be enhanced to complete the project within planned gestation period. While total utilization against releases is only 11% as compare to 46% releases.
8.3 Risks and Constraints:
5. The frequent changes in scope of work and delayed tendering may result in delayed completion of the project and price escalation which may result in limited educational facilities for the women of DG Khan.
8.4 Scope
6. The project informatory board required to be fixed at site of work.
7. The layout of the buildings is required to be done using total station for enhancing the accuracy in measurements, as shown in Figure 6.
8. The scaffolding pipes instead of wooden planks are required to be used for vertical alignment of the columns, as shown in Figure 7.
9. The provision of water filtration room as per approved scope of work is needed to be justified, as shown in Figure 8.
10. Health & Safety Measures are needed to be taken in construction of OHR to save the life of labor, as shown in Figure 9.
11. The resident consultant for the purpose of supervision is required to be hired before starting the physical work under capital portion of the project.
8.5 Health, Safety & Environment
12. The workers are required to be provided with Personal Protecting Equipment (PPEs).
13. The safety equipment such as safety ribbons, and safety signs are required to be fixed at the site. Housekeeping needed to be done while proper mobilization with porta cabins is required to be done at the site of work with the provision of safe drinking water to the human resources.
8.6 Quality Control
14. The quality control plans, quality checklists and methodologies are required to be documented at the site of work.
15. The engineering staff of contractor need to be present at site of work while a field laboratory is required to be established to control quality of work by contractor, consultant and client as well.
16. The observations as presented in the meeting held on 13th January, 2023 (12:00pm) under the chairmanship of Director General (M&E), P&D Board at the meeting room of Deputy Commissioner Office, DG Khan (Annex-A) are needed to be settled and a compliance report is required to be submitted to the office of DG (M&E), P&D Board, Lahore.
5. Recommendations
To optimally realize the project benefits, the following actions/recommendations on the part of sponsoring and executing agencies should be given due consideration. The rationale for the recommendations has been clearly explained and linked with the information collected in the Monitoring process. Recommendations about the Project are given in ensuring paragraphs:
i. Referring to Observations No. 1, the resources are required to be enhanced in order to avoid the project delay.
ii. Referring to Observations No. 2-5, The frequent changes in scope of work are needed to be justified. The project planning, estimating and scope designing process is needed to be improved to avoid frequent revisions and delayed completion.
iii. Referring to Observation No. 6, project informatory board required to be fixed at site of work.
iv. Referring to Observation No. 7, layout of the buildings is required to be done using total station enhancing the accuracy in measurements.
v. Referring to Observation No. 8, scaffolding pipes instead of wooden planks are required to be used for vertical alignment of the columns
vi. Referring to Observation No. 9, the provision of water filtration room as per approved scope of work is needed to be justified.
