Iran's Enrichment of Uranium to Near Weapons-Grade Raises Alarm.
The head of the International Atomic Energy Agency (IAEA), Rafael Mariano Grossi, has met with officials in Iran amid concerns over the country's recent enrichment of uranium particles to near weapons-grade. This revelation has raised new alarm over Iran's long-disputed nuclear program.

The IAEA's quarterly report revealed that uranium particles enriched up to 83.7% - just short of weapons-grade - were found in Iran's underground Fordo nuclear site. The report also noted that two cascades of IR-6 centrifuges at the site had been configured differently than previously declared. The discovery prompted the IAEA to state that it would "further increase the frequency and intensity of agency verification activities" at Fordo.

The Iranian government has sought to portray the detection of highly enriched uranium particles as a momentary side effect of trying to reach a finished product of 60% purity. However, experts note that such a large variance in purity, even at the atomic level, would appear suspicious to inspectors.

Nonproliferation experts have emphasized that Tehran has no civilian use for uranium enriched to even 60%. If Iran were to build a stockpile of material enriched to 90%, the level needed for weapons, it could quickly produce an atomic bomb if it chooses.

The US withdrew from the 2015 nuclear deal with world powers in 2018, re-imposing sanctions on Iran, which then began openly breaching the deal's restrictions. Efforts by the Biden administration, European countries, and Iran to negotiate a return to the deal reached an impasse last summer.

Fair use is the right to use a copyrighted work under certain conditions without permission of the copyright owner. The doctrine helps prevent a rigid application of copyright law that would stifle the very creativity the law is designed to foster. It allows one to use and build upon prior works in a manner that does not unfairly deprive prior copyright owners of the right to control and benefit from their works. Together with other features of copyright law like the idea/expression dichotomy discussed above, fair use reconciles the copyright statute with the First Amendment.
