Police - "You've Said You Were Engaging In Prayer Which Is The Offence" - Blasphemy In The UK?

What is going on here?

This sounds like the Police Orificer has said that engaging in prayer is an offence. Not anything about exclusion zones, but engaging prayers.

"But you've said you're engaging in prayer, which is the offence. "

"No, but you are still engaging in prayer. "
"It is an offence, OK."
"So you would rather that you'd be arrested and taken away?"

Am I missing something here?
