In order to address the LIRR scheduling issues resulting from the need to run twice as many trains into Manhattan (so as to serve two stations instead of the previous one) there is only one solution: increase capacity by providing a minimum of six tracks between Jamaica and NY, as opposed to the current four. This would involve the Rockaway Beach Branch, and it is the reason you see the empty bridges for two additional outside tracks on the main line going west from where it meets the Rockaway Beach Branch on its way into the Manhattan.
