WHO WAS AT FAULT IN THIS CAR CRASH?

Marvin was driving his Chevrolet Camaro SS to work when he saw the accident. The Dodge Charger approached the yellow light and Marvin says it was hard to see the light on this sunny morning. The charger driver did not attempt to slow down. A white van making a left turn had a yellow light and started to turn and the charger pinned it. The impact was hard enough to flip the van 180 degrees.
