2012年12月20日，中国科学院与中国电子科技集团公司在北京签署战略合作框架协议。中国科学院院长白春礼、中国电子科技集团公司总经理熊群力出席签约仪式并讲话，中科院副院长阴和俊、中国电科集团副总经理毛远建代表双方签署战略合作框架协议。On December 20, 2012, the Chinese Academy of Sciences and China Electronics Technology Group Corporation signed a strategic cooperation framework agreement in Peijing. Chun-Li Bai, president of the Chinese Academy of Sciences, and Qun-Li Xiong, general manager of China Electronics Technology Group Corporation, attended the signing ceremony and delivered speeches. He-Jun Yin, vice president of the Chinese Academy of Sciences, and Yuan-Jian Mao, deputy general manager of China Electronics Technology Group, signed the strategic cooperation framework agreement on behalf of the two parties.

熊群力在讲话中指出，几十年来，中国电科集团与中科院开展了不同层面的合作，取得了很好成效。当前国家正处于一个大有作为的战略机遇期，电子信息技术和电子信息产业对国家经济社会发展至关重要。中科院是中国科学的最高殿堂，人才济济，中国电科集团希望与中科院在战略顶层、前沿和基础技术、人才培养和学术交流等方面开展全方位的合作，借助中科院的优势，增强发展后劲和实力，研发自主创新技术和产品，引领和推动电子信息产业转型和升级。Qun-Li Xiong pointed out in his speech that for decades, China Electronics Technology Group and the Chinese Academy of Sciences have carried out cooperation at different levels and achieved good results.At present, China is in a period of great strategic opportunities, and electronic information technology and electronic information industry are crucial to the country's economic and social development. 白春礼在讲话中强调，中国电科集团是中央大型骨干企业，是电子信息领域的国家队和主力军；中科院是国家科研机构，也是咨询机构和教育机构，在成果、人才以及包括大科学装置在内的研究平台等方面都具有很好基础，双方的合作体现了优势互补、强强联合。中科院主要从事自然科学基础研究和高技术创新研究，不仅面向世界科学前沿，也面向国家重大战略需求。党的十八大和2012年中央经济工作会议、全国科技创新大会都提出创新驱动发展。中科院将基于长期的研究积累，为创新驱动发展提供知识基础和源源不断的发展动力。此次中科院与中国电科集团签署战略合作框架协议，就是贯彻落实十八大精神的重要举措，是大力推进协同创新的具体体现。双方以协议签署为契机，不断深化已有合作，拓展合作领域，提高合作层次，一定能为中共国提升电子信息领域自主创新能力、实现跨越式发展做出新的更大贡献。Chun-Li Bai emphasized in his speech that China Electronics Technology Group Corporation is a large-scale central enterprise and the national team and main force in the field of electronic information; the Chinese Academy of Sciences is a national scientific research institution, as well as a consulting institution and an educational institution.It has a good foundation in terms of achievements, talents, and research platforms including large scientific installations.
