Is the Chinese balloon an EMP delivery system?

Alex Jones speculates on the “Chinese Spy Balloon”, saying that satellites are used to spy, but cannot launch EMP’s because of the earths magnetic field. The perfect altitude to launch an EMP would be 80-100k feet.
