Rising tensions over US military in Phillippines, 'spy' balloon'

US authorities are tracking what they call a suspected Chinese surveillance balloon, that has been spotted over the US airspace for a couple of days, but the Pentagon decided not to shoot it down due to risks of harm for people on the ground.
