Why is Amtrak service in most of the United States so slow?

Amtrak travel outside of the Northeast Corridor is frequently sluggish and irregular. On average, the train that performs the worst for the company is late by an hour and a half. However, the rail network claims that it has long desired to invest in new and improved routes.
