At approximately 3:13 PM on Saturday, January 14, 2023, I was sitting stationary on the shoulder of U.S. Hwy. 65B South of Hutchinson St. in Pine Bluff. I observed a gray Nissan Maxima pass me with a red 2022 registration sticker. I then pulled off the shoulder, got behind the vehicle, and checked the vehicle license (AR-334XNH), which returned expired May of 2022 to a 1999 Honda Accord.
I followed the vehicle as it turned North onto N. Hutchinson St and pulled into H&R Food Mart. I then activated my emergency lights to initiate a traffic stop at N. Hutchinson and H&R Food Mart. I relayed this information to Troop E that I was making a traffic stop.
The vehicle slowly rolled out of the H&R Food Mart parking lot and onto S Richard Dr. At that point, I activated my siren at approximately 3:13 P.M. The vehicle then turned onto Evergreen Dr, heading north at a slow rate of speed. The vehicle then slowly rolled through a stop sign at Evergreen and Woodland Dr. before turning left onto Sabine Dr. and rolling through a stop sign at that intersection. Heading West on Sabine, the road turned into a dead-end, at which point I used my unit to block the vehicle. This was unsuccessful and the vehicle took back off eastbound on Sabine Dr.
I advised Troop E dispatch I was in pursuit of that vehicle. The suspect vehicle then turned north on Needles Dr, where the suspect disregarded a stop sign, almost striking a white passenger car. The suspect vehicle turned right on Malcomb Ave., then left onto Haley St., heading northbound. The suspect vehicle then stopped at the stop sign at Dollarway Rd. before turning left on Dollarway Rd heading northbound. The suspect vehicle then disregarded the stop light at Dollarway and Hutchinson and was traveling at a high rate of speed. The suspect vehicle then entered the center turn lane of Dollarway Rd before slowing to make a left turn onto Lane St., at which point I attempted a forcible legal intervention by using my P.I.T. bumper to make contact with the left rear corner of the suspect vehicle in an attempt to end the pursuit. The Suspect vehicle spun out but was able to take back off, heading southbound on Dollarway Rd.
Trooper James Harrel then joined the pursuit. The suspect vehicle turned right onto North Spears St, heading southbound. The suspect vehicle then disregarded two more stop signs on Spears St. The suspect vehicle approached Mosley Ave. I was able to conduct another forcible legal intervention, again using my P.I.T. bumper to make contact with the left rear corner of the vehicle, which was successful in stopping the suspect vehicle. Trooper Harrel then used his ASP unit to block the front of the suspect vehicle. The suspect was then taken into custody without further incident.
After the driver was in custody, Trooper Harrel requested the next list wrecker for Jefferson County, Smiths wrecker, to tow the vehicle. The suspect driving the vehicle was identified as Bruce Washington of Pine Bluff. Mr. Washington was then booked into the Jefferson County Detention Center. His charges include 5-54-125(d)(2): FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH, 27-16-303: DRIVING ON SUSPENDED LICENSE, 27-22-104: NO LIABILITY INSURANCE, 27-52-107: FAIL TO STOP AT RED LIGHT, 27-14-306: FICTITIOUS TAGS, 27-14-601 2ND: OWNER FAIL TO REGISTER VEHICLE 2ND - EXPIRED TAGS, 27-37-702: NO SEATBELT.
As a result of the forcible legal intervention attempts, the suspect vehicle sustained minor damage to the left rear door and left rear corner panel. The damage estimate is approximately $1,000.
