Boingsetta is a member of the Winter-Mint family.
Boingsetta costs 150 Sun. (-25 Sun at levels 4 and 7)
Boingsetta deals 1,000 damage to all grid items - surfboards, tombstones and octopuses.
Boingsetta knocks all zombies back 1.2 tiles. (Increased distance per level.)
Boingsetta chills all zombies for 5 seconds. (+1 second at levels 2, 3, 5, 7, 9 and 10.)
Boingsetta's subsequent attacks only affects the lane Boingsetta occupies.
Boingsetta's attacks will extinguish flames.

Commentary:
Plants are either:

• Instants - they have an effect and then leave the lawn - like Cherry Bomb
• Single Use - these plants use their effect once triggered and are used up - like Iceberg Lettuce
• Persistent - these are most other plants - Sun Producers, Peashooter, etc

Boingsetta feels like a plant food effect (Stallia, Spring Bean) made into a persistent plant. You get the main effect upon planting and then a weaker version of the effect afterwards.

Bottom Line:
Boingsetta is not a bad plant. It's more of a situational plant - used to clear a lawn of tombstones more than eliminating zombies. A column of Boingsettas will definitely slow down a horde of zombies, giving the other offensive plants time to eliminate the zombies and the player time to build the Sun production.
