Operation Northwoods

Operation Northwoods was a plan proposed by the U.S. Department of Defense's Joint Chiefs of Staff in 1962. The proposal sought to create public support for a war against Cuba by staging fake Cuban attacks in U.S. and international waters, terrorist activities within the United States, and hijacking of planes by Cubans and shooting down American planes in an effort to "provoke an incident" that could be used as justification for going to war with Cuba.
