The Priesthood during the teme of Malachi was already corrupted from the time of Ezra and Nehemiah. Malachi just like Ezra and Nehemiah fought to restore purity in the fraternity yet, the Children of Israel did not truly repent. Hench, God sent Malachi with a letter of charges and indictment to the priest. So it is with us today, the religious and pastoral system is corrupted.
