EU won't declare Iran’s Islamic Revolutionary Guards terrorists yet, says foreign policy chief

Foreign ministers from the EU have arrived in Brussels where sanctions on Iran will be under discussion. EU Foreign Policy Chief Josep Borrell said any decision to place Iran’s Islamic Revolutionary Guards Corps on the bloc’s terrorist list would first require a court decision in a member state.
